The Mecklenburg Board of County Commissioners (BOCC) appoints the Building-Development Commission (BDC) as an advisory board to Code Enforcement. Membership includes representation from the design, construction and development communities, as well as the public. 

Here are brief summaries of significant matters impacting the design and construction community on which the Building-Development Commission and the Code Enforcement Department have focused from January 1, 2019, through March 31, 2019:

1.  NEW BDC CHAIR, VICE-CHAIR, & BDC MEMBERS

Aaron Moody,  BDC Chair - Chamber of Commerce

Aaron is a Project Manager with ODELL.  He graduated with a Bachelor of Arts in Architecture from Clemson University and received his Bachelor of Architecture from the University of North Carolina at Charlotte.  Aaron has worked in the Architectural industry for the last 15 years. 

John Taylor, Vice-Chair – Associated Builders & Contractors, Inc.

John Taylor has served the BDC since September 2011 and was elected by the Board when former Vice-Chair, Travis Haston’s term expired.  John has been with Rodgers Builders since 2005 and is Senior Vice President of Construction Operations.

Elizabeth Frere – NC Chapter of the American Society of Landscape Architects

Elizabeth graduated from UNCC with a Master of Urban Design in 2013 and currently works for UNCC as a Capital Projects Project Manager.

Vince Busby – NARI

Vince owns Distinctive Design / Build / Remodel, LLC since 1997.  He is a general contractor, certified remodeler, and a certified remodeling project manager in Charlotte and the surrounding areas.  Vince specializes in Design, Project Management, Material Procurement, Sales, Accounting, and Customer Service.

2. 2019 CODE HEROES

The following Code Heroes were recognized for their dedication to sustainability and life safety:

Robert Serrano, Architect — dedication to plan preparation and coordination, and attention to detail (Note: could not attend, but we will still make remarks).  Works out of Matthews does a lot of institutional work.  Always a pleasure to work with him.

Batson-Cook Construction — a commitment to partnering with us to make your projects code compliant. Success stories – developed our skyline. Great job in being proactive, scheduling timeline and how to speed it up.

• Charlotte Douglas International Airport — a commitment to partnering with us to achieve code compliance goals during airport upfits. Howard’s team works with the airport.  Partner for over 15 years.  Great communications in compliance and continued operations.  A lot of advanced planning.  Working together, always a pleasure.

LS3P – proactive, great communications, and committed to doing the right thing.  They do their code research always within line.  Transformed downtown Charlotte.  Makes things adaptable.  Continue working on neighborhoods, they know their code research.

 3.  CODE CONNECTION

We now have additional learning opportunities designed to better serve customers and staff.  One of these is called Code Connection.  Meetings will now be held twice per year (more if the need arises) to inform our customers of crucial information that may impact them.  Both residential and commercial Code Connection meetings will be held.

4.  FY20 BUDGET APPROVAL

In March 2019, the BDC supported Code Enforcement’s proposed FY20 budget of $33,741,582 supporting 270 FTE’s, with sources of expense and revenue described during the March 18th BDC meeting.  The FY20 budget proposal was approved by the BDC and then approved by the Board of County Commissioners.
