BDC Quarterly Bulletin - April 16, 2024

The Mecklenburg Board of County Commissioners (BOCC) appoints the Building-Development Commission (BDC) as an advisory board to Code Enforcement. Membership includes representation from the design, construction and development communities, as well as the public. Contact your representative if you have any specific issues you would like the BDC to consider. 

The following is a brief summary of significant matters impacting the design and construction community on which the Building Development Commission and the Code Enforcement Department have focused on from January 1, 2024, through March 31, 2024. Further details on each of these follows:

1. ANNUAL REPORT
The annual report is now complete. This report is shared with the BDC annually. A lot of work went into this report. The annual report is located on meckpermit.com. Patrick Granson thanked Shannon Clubb for her hard work on this report and went on to say that the annual report is very reflective of the department, in which we are very proud.


2. FY25 APPROVED BUDGET 
Aaron Moody moved that the BDC support the majority of Code Enforcement’s proposed FY25 Budget Proposal, including an expense and revenue level of $42,999,495 to include $2,787,518 of fund balance, supporting 290 FTEs, to meet operating demands; the remaining $6,443,440 (line item 8100; CMGC overhead) of the proposed budget cannot be recommended to the County Commission at this time due to clarity that was requested several years ago and is still outstanding at this time. Seconded by Brian Pace, the motion passed unanimously


3. STAFFING UPDATE – STEPHANIE PAYNE, SR. BUSINESS MANAGER
Patrick Granson, the Code Enforcement Leadership Team, and Support Services introduced and welcomed a new member to the team, Stephanie Payne, the new Sr. Business Manager. Stephanie joined Code Enforcement on March 20, 2024. Stephanie holds a BA degree in Government from Campbell University and an MBA from Liberty University. She also holds a Lean Six Sigma Green Belt certification from UNCC.
